U.S. lawmakers are moving toward renewing the National Quantum Initiative (NQI), an effort to coordinate federal quantum science and technology work, after a House Science Committee hearing focused on the program’s future. The American Institute of Physics’ FYI newsletter said committee leaders signaled they are working on an NQI reauthorization bill, as Congress weighs how to compete in a fast-moving field with national security and economic implications.

Representatives from the National Institute of Standards and Technology, the National Science Foundation, NASA and the Department of Energy’s Office of Science described their agencies’ work and outlined what they say the U.S. needs next. Since the original NQI Act was enacted in 2018, agencies have expanded research portfolios, but the hearing highlighted persistent concerns about workforce readiness and the pipeline of trained specialists.
One issue drawing sharper attention is whether the initiative should be broadened. FYI noted that NASA is not currently part of the NQI, but a Senate reauthorization bill introduced earlier this month would expand the initiative to include NASA’s quantum research programs. Supporters argue that adding NASA could strengthen coordination across government, especially on sensing, communications, and computing applications relevant to space and defense.
The hearing also exposed tensions around research security and talent. FYI reported that U.S. reliance on foreign-born scientists was a point of contention, with witnesses stressing that international talent plays a significant role while also warning the U.S. faces a quantum workforce shortage. For policymakers, that combination raises questions about immigration policy, research safeguards, and how to scale domestic training without cutting off global collaboration that has historically driven breakthroughs.
The reauthorization effort arrives as agencies and universities try to align basic research, commercialization pathways, and standards-setting. Supporters say an updated NQI could help accelerate U.S. competitiveness, while skeptics are likely to press for clearer metrics, tighter security provisions, and stronger accountability for how federal dollars translate into deployable technologies. The next step is whether lawmakers can consolidate House and Senate approaches into a bill that can pass amid a crowded legislative calendar.
