Congress turns back to quantum strategy and funding
U.S. lawmakers are once again focusing on quantum science and technology, with an eye toward updating and extending federal programs first launched under the National Quantum Initiative (NQI). In late January, the House Committee on Science, Space, and Technology held a full committee hearing on U.S. leadership in quantum, featuring witnesses from NIST, NSF, NASA, and the Department of Energy’s Office of Science.
The hearing reflected rising concerns that quantum computing, quantum sensing, and quantum networking are moving from laboratory research toward practical applications with major economic and national security implications. It also underscored how the U.S. is trying to stay competitive as other countries invest aggressively in quantum research, talent pipelines, and commercialization.
Workforce and national security concerns dominate the discussion
Witnesses and members discussed the challenge of developing enough trained researchers and engineers to meet demand in quantum fields. Another recurring theme was the role of foreign-born scientists in U.S. research labs and universities, with participants highlighting both the importance of attracting top talent and the political sensitivity around reliance on international expertise.
As the NQI enters a new phase, lawmakers are also debating how to connect basic research to real-world deployment. That includes funding testbeds, standards development, and partnerships that help move breakthroughs from university labs into resilient systems used by industry and government.
Reauthorization momentum builds
On the Senate side, bipartisan lawmakers introduced a National Quantum Initiative reauthorization bill in early January, proposing multi-year support and program expansions. Together, the Senate proposals and House hearings signal that quantum policy is becoming a longer-term congressional priority, with the next steps likely to involve negotiating scope, agency roles, and funding levels.
